BANGKOK: -- FOREIGNERS WHO do regular visa runs in order to extend their stay in Thailand have less than a month before a crackdown by the authorities to enforce immigration laws more strictly.

From August 13, people will not be able to re-enter the country, regardless of their choice of transport.
The Immigration Bureau has already instructed officials to deny entry to foreigners doing visa runs as a measure to stop the exploitation of tourist visas and visa exemptions to live or work here."...

First of all, for all those who don't know anything about this topic: What is a VISA-RUN?
Foreigners, who live in Thailand and are not registered with the BOI (there are also some further exceptions) have to leave and re-enter the country every 30, 60 or 90 days. You have to leave and you can re-enter the country on the same day (read more below). Why? I have no idea! All I know is that this regulation is based on an immigration old law. There is one exception: The 90 DAYS REPORT.

Zunächst einmal für alle, die noch nicht wissen, worum es geht: Was ist ein VISA-RUN?
Ausländer, die in Thailand leben und nicht beim BOI (Bord Of Investment) registriert sind (es gibt noch einige weitere Ausnahmen) müssen alle 30, 60 oder 90 Tage das Land verlassen, dürfen aber noch am selben Tag wieder einreisen (mehr dazu unten im Text). Warum? Ich weiß es nicht! Mir ist nur bekannt, dass es sich dabei um eine alte Gesetzesvorschrift handelt. Es gibt allerdings eine Ausnahme: den 90 TAGE REPORT


The exception: The 90 DAYS REPORT:

In Thailand there is no such thing like a resident's registration office. When you live in Thailand you have to report to your local or respectively your relevant immigration office every 90 days. Because we live in Bangkok and my wife is a journalist our relevant immigration office, the so-called ONE STOP VISA SERVICE, is affiliated with the BOI (Board Of Investment). It is located on the 18th floor of the Chamchuri Square Tower, Rama IV Road, next to MRT station Sam Yan. 
All people who are registered with the BOI (or are married to Thai man/woman for example), are having the privilege that they don't have to do the visa run. They are allowed to do the so-called 90 Days Report (more info at: http://www.immigration.go.th). Every 90 days my wife has to fill out the notification form TM.47 and provide it to the immigration officer in charge at counter C and that's all she has to do.
However, I learned that in other cities or provinces the immigration offices handle the procedure differently therefor this description is only valid for Bangkok!

Die Ausnahme: Der 90 Tage Report:

In Thailand gibt es kein Einwohnermeldeamt. Wenn man also als Ausländer in Thailand lebt, muß man sich alle 90 Tage bei der lokalen bzw. der zuständigen Ausländerbehörde melden. Da wir in Bangkok wohnen und meine Frau als Journalistin über das BOI registriert ist, ist für sie das an das BOI angegliederte Ausländeramt (der sogenannte ONE STOP VISA SERVICE) zuständig. Dieses befindet sich in der achtzehnten Etage des Chamchuri Square Towers an der Rama 4 Road gegenüber der U-Bahnstation Sam Yan.
Alle, die über das BOI registriert sind (oder aber z.B. mit einem thailändischen Mann oder einer thailändischen Frau verheiratet sind), haben das große Glück, keinen VISA-Run machen zu müssen. Bei ihnen genügt der 90 Tage Report (weitere Informationen unter: http://www.immigration.go.th). Man muss nur das Formular TM 47 ausfüllen und dem zuständigen Mitarbeiter, Schalter C, übergeben. Das war es bereits!
Ich habe allerdings erfahren, dass die Behörden in anderen Städten und Provinzen den Vorgang anders handhaben, daher gilt meine Beschreibung nur für Bangkok!

The VISA-RUN/Der VISA-RUN

Nearly everyone else (like me for 13 years now) has to do the so-called VISA-RUN. 
IF you are allowed at all, how often you have to do it and in which intervals (every 30, 60 or 90 days) depends on your nationality/country of origin as well as on your type of Visa (tourist, Non-B, Non-ED, Non-O, more info at: http://bangkokbuddy.com/thai-visa-run/). The best way to do the border-run is by a company specialized on visa-runs. However, there are not many operators left in Bangkok after the military regime enforced old regulations and laws, and made it more and more difficult for people to instantly re-enter the country. 

Nahezu jeder andere (wie ich zum Beispiel seit dreizehn Jahren) muss den sogenannten VISA-RUN machen.
Ob man den Visa-Run überhaupt machen darf, und wenn ja wie oft und in welchen Zeitabständen (alle 30, 60 oder 90 Tage), richtet sich nach der Nationalität bzw. dem Herkunftsland und der Art des Visums (Tourist, Non-B, Non-ED, Non-O, weitere Infos unter: http://bangkokbuddy.com/thai-visa-run/). Am besten ist es, man erledigt den Run mit einer der darauf spezialisierten Agenturen. Allerdings gibt es nicht mehr viele Anbieter in Bangkok, seit das Militärregime verschärft auf die Einhaltung der Einreisegesetze achtet und die direkte Wieder-Einreise nach dem alten Schema für Ausländer immer schwieriger wird.

Attention:
For all people with a standard tourist visa: 
If your 30, 60, 90 or 180 Day-Tourist-Visa has expired or you used it up, you are not allowed to re-enter the country via land border crossing as you could do it in the past. For the time being you can not apply for another/new visa on arrival anymore. Also, when your 180 Day-Tourist-Visa had expired (just as an example) you can not immediately apply for new one after you returned to your home country. I know you could do this before but now there are waiting periods, implemented by the regime, before you are allowed to re-enter the country. A bitter lesson to learn for an American guy during my last visa-run who was not allowed to return to Thailand. 

Achtung:
Alle, die bisher mit einem normalen Touristenvisum für 30, 60, 90 oder 180 Tage nach Thailand eingereist sind, konnten sich nach Ablauf des Visums an der Grenze einem neuen 30-Tage Stempel eintragen lassen und sofort wieder einreisen. DAS GEHT NICHT MEHR! Ausserdem gilt: Wer sich zum Beispiel mit einem 180 Tage Touristenvisum in Thailand aufgehalten hat, kann nun nicht mehr einfach in sein Heimatland zurückfliegen, ein neues 180 Tage Visum beantragen und sofort wieder einreisen. Solche  Personen unterliegen seit einiger Zeit einer Sperrfrist von 6 Monaten (im Fall des 180 Tage Visums) und dürfen erst nach Ablauf der Sperrfrist wieder einreisen. Eine bittere Erfahrung, die ein Amerikaner auf meinem letzten Visa-Run machen musste. Ihm wurde die Wiedereinreise nach Thailand verweigert.

Starting today, Sept 13, 2015, Thailand Immigration is not allowing 15-day and 30-day immigration exempt stamps for land border crossings in Cambodia. People with a valid Thailand visa (tourist, Non-B, Non-ED, Non-O) may cross and return to activate their exit/entry obligation.
This sudden move may be tied to recent events in Bangkok and possible immigration lapses that need to be remedied. The restrictions may possibly be eased within a short period like they have in the past once they feel they are comfortable doing so. We are getting more information on the scope of this new regulation and we will post updates here. The visa-run procedure/der Ablauf:

For the last years I used the service of Bangkok Buddy and never experienced any problems. You check in at 4.30 AM in front of Sukhumvit Plaza (near Soi 12) and the trip starts at five o'clock in the morning.

In den letzten Jahren bin ich immer mit Bangkok Buddy gefahren und es gab nie irgendwelche Probleme. Man checked gegen 4.30 Uhr morgens vor dem Sukhumvit Plaza ein, nahe der Sukhumvit Soi 12, und verläßt Bangkok gegen 5.00 Uhr in Richtung der kambodschanischen Grenze.

After around a three hours drive, a short coffee break and several military check points you arrive at the border town Aranyaprathet. Here you receive your passport again from the service staff of your border-run agency, including all the necessary forms and the Cambodian visa. First you walk to the Thai immigration departure border check point and leave Thailand, then you hand over your passport to the service staff again and finally you walk to a certain casino (in our case, when you travel with Bangkok Buddy, the Poipet Resort Casino) and enjoy your free breakfast buffet. Or you watch the people and the border traffic, like I do (see part two of this post).
You don't enter Cambodia, you stay in the no man's land between the two countries. After waiting for one or two hours, depending on the border traffic and the number of tourists crossing the border, you receive back your passport from the service staff and return to Thailand via the arrival check point. And that's it! Finally you return to Bangkok and there you wait for your next "HAPPY VISA RUN".

Nach einer ca. dreistündigen Fahrt, einer kurzen Kaffeepause und mehreren militärischen Kontollpunkten erreicht man die Grenzstadt Aranyaprathet.  Zunächst werden von den Tourbegleitern die Pässe mit den notwendigen Formularen und dem kombodschanischen Visum ausgehändigt, dann geht man zur Grenzkontrolle und verläßt Thailand. Hinter der Grenze übergibt man den Pass wieder an einen der Mitarbeiterder der Agentur und begibt sich in eines der Casinos zum Frühstücken (in unserem Fall bzw. wenn man mit Bangkok Buddy unterwegs ist, in das Poipet Resort Casino) oder beobachtet (wie ich) das Treiben und die Menschen im Niemandsland zwischen Thailand und Kambodscha (siehe die Fotos unten). Man selbst reist übrigens nicht nach Kambodscha ein, sondern bleibt während der ganzen Zeit im sogenannten Niemandsland. Die Passformalitäten erledigen die Mitarbeiter der Agentur.
Nach ca. ein bis zwei Stunden (abhängig vom Grenzverkehr und der Anzahl der einreisenden Touristen) bekommen wir die Pässe wieder ausgehändigt, reisen erneut nach Thailand ein und kehren dann zurück nach Bangkok. Das war es dann schon und man kann sich bereits auf den nächsten "Happy Visa-Run" freuen.

Please don't ask me why foreigners (even if some of them are owners of an official work permit) have to do this. I have no idea! The 90-Days-Report? Ok, that's quite understandable, you confirm your place of residence because there is no resident's registration office. But leaving the country every 30, 60 or 90 days? I couldn't think of any logical explanation.

Fragt mich bitte nicht, warum Ausländer (einige haben sogar ein offizielles Arbeitsvisum) das alle paar Wochen bzw. Monate machen müssen. Ich weiß es nicht! Der 90 Tage Report? Das kann man sogar noch nachvollziehen, da es ja, wie bereits oben im Text erwähnt, kein Einwohnermeldeamt gibt und man mit dem Report seinen derzeitigen Wohnort gegenüber der Ausländerbehörde bestätigt. Aber alle 90 Tage raus und wieder rein ins Land? Ich kann mir keinen logischen Grund dafür vorstellen.



Part 2/Teil 2:

Border images/Bilder von der Grenze

Years ago there were a number of Cambodian children's gangs hanging around, begging or offering services like holding an umbrella when it was raining in the no man's land between the two countries. Then one day all the kids had disappeared. Maybe there had been a "cleaning operation" but I don't know for sure.

Vor einigen Jahren gab es im Niemandsland eine Reihe von Kinderbanden, die ihren Lebensunterhalt mit Betteln verdienten oder den Leuten gegen ein kleines Entgeld anboten, bei Regen einen Schirm für sie zu halten. Aber eines Tages (vor einigen Jahren)  waren alle diese Kinder plötzlich spurlos verschwunden. Wahrscheinlich sind sie einer "Säuberungsaktion" zum Opfer gefallen, aber genau weiss ich es leider nicht.

But this time a new gang of begging children had showed up and sadly I had to witness the violent incident.

Aber diesmal konnte ich eine neue Kinderbande beobachten und wurde leider Zeuge eines gewalttätigen Zwischenfalls.



As usual the kids were approaching business travellers, gamblers and tourists, and begging for money or food (not aggressively but persistently). Then suddenly I heard some yelling and shouting and saw one kid having an argument with one the casino's security guards. Without warning the guard started kicking the boy. Later the boy was beaten with a rubber truncheon and bamboo sticks by two other guards. Many people were shocked but no one dared to interfere. On the other hand the other kids of the gang didn't seem to care. Sadly they seemed to be used to this kind of treatment.

Wie üblich machten sich die Kinder an Geschäftsreisende, Touristen und Spieler heran und bettelten sie um Essen oder Geld an (nicht sonderlich aggressiv aber doch recht hartnäckig). Dann plötzlich waren Schreie und lautes Schimpfen zu hören. Eines der Kinder hatte offensichtlich eine verbale Auseinandersetzung mit einem der Sicherheitsleute eines der umliegenden Kasinos. Ohne Vorwarnung trat der Wachmann plötzlich nach dem Jungen. Danach wurde der Junge noch von anderen Wachleuten mehrfach mit einem Gummiknüppel und einem Bambusrohr geschlagen. Viele Leute waren geschockt, aber niemand wagte es einzuschreiten. Die anderen Kinder aus der Bande schien der Vorfall allerdings nicht sonderlich zu beeindrucken. Offensichtlich sind sie diese Art der Behandlung durchaus gewohnt.
